Miners whose BTC bids fund the PoX-5 reward waterfall.

Stacks miners are the source of the BTC reward pool. They spend BTC to compete for STX block rewards and transaction fees, and those BTC bids fund the waterfall distribution across paired BTC participants, STX-only stakers, and the reserve fund.
